“What the Turkish government did – at least my understanding of it – was they said that under certain circumstances they would be willing to offer forces, subject to finding a method,” he said.
Included in these requirements was a formula that met with the approval of all parties involved, taking in the Iraqi Governing Council, according to Rumsfeld. The interim Iraqi council, especially its Kurdish representatives, has repeatedly voiced its opposition to Turkish troops serving in Iraq said.
Rumsfeld said that discussions to try and broker a compromise that satisfied all parties was continuing.
“Whether it will ultimately find a method of satisfying everybody, I don’t know. I hope so because obviously we would like additional forces to be available,” he said.
