Envoy to talk with Turkish officials

Turkey’s prime minister has said his government wants to stop a possible surge of refugees and to prevent instability on the borders.
Turkey is also afraid that the fall of Saddam Hussein will lead to the creation of an independent Kurdish state in Iraq. That, in turn, could boost the aspirations of Turkey’s Kurdish rebels, who have been fighting for autonomy in southeastern Turkey.
Talks between the U-S and Turkey come as relations between the two have been strained over Turkey’s refusal to allow U-S troops to use Turkey as a staging ground to open a northern front against Iraq.
Turkey has allowed the United States to use its airspace.
