Consultations: Türkiye Accelerating the Market Transition for Distributed Energy Program for Results


About the Program-for-Results (PforR) Project

The PforR supports expansion of Türkiye’s distributed solar photovoltaic market and piloting distributed battery electricity storage. The project is prepared by the Government of Türkiye with the support from the World Bank. The PforR will contribute to the implementation of the National Energy Plan. The main Program Implementing Agencies are TSKB, TKYB, Ministry of Energy and Natural Resources, and Energy Market Regulatory Authority.

What is the Environmental and Social Systems Assessment (ESSA)?

The ESSA examines Turkey’s environmental and social management systems to assess their consistency with the World Bank’s policies and principles. It aims to ensure that the PforR’s environmental and social risks will be managed adequately and that the PforR complies with the basic principles of sustainable development. 

This particular ESSA has been undertaken by the World Bank in collaboration with the Government of Turkiye, TSKB and TKYB as part of the preparation for Accelerating the Market Transition for Distributed Energy Program-for-Results (PforR) Project financing. 

The preparation of the ESSA and the development of measures to strengthen Borrowers’ environmental and social management systems have benefited from various desk-based reviews and legal analysis as well as consultation with Turkish stakeholders. 

Online Consultations

The draft ESSA is disclosed to the public in order to solicit inputs from interested parties, particularly on the following:

  1. Are Borrowers’ systems for managing the PforR’s main social and environmental impacts adequately described and analyzed?
  2. Are the proposed actions included in the ESSA Action Plan adequate to (1) mitigate identified social and environmental impacts and (2) strengthen the national system for managing identified environmental and social risks?
