Annan Commits to EU Guarantee

In his letter the UN Secretary General defined his plan as one where each of the sides represented themselves as the political equivalent of the other, and where the ‘fruit’ of the negotiations took place under his guidance. In the three page letter there is also information about the referendum and the process that will come after it. "We have now reached a determining point in our efforts that we carried out in order to find a just and workable solution for the Cyprus issue," wrote Annan. He also summarized the points that he wants Greece, Turkey and England to approve by April 9:

That they reached an agreement on the Founder Treaty that will be accepted in the referendum- these three countries will sign the treaty that will come into force concerning the issues that will come to the agenda with the new situation not later than April 29, 2004, after the referendum gets positive results and this is given place in domestic law with the approval of Founder Treaty.

Annan underlined that the treaty would not come into force without the parliamentary approval of guarantor countries and he asserted that the EU will do what is expected from it.
