Verheugen: No Negotiation Unless TCK Passes

In the interview to Bild am Sonntag daily, Verheugen said, "We may prove that Turkey is a rule of law respecting the human rights only with the Turkish Penal Code reform. The Commission will clearly express that there would be no membership negotiations unless this element is realized."

Stressing that the moment when the realities will be revealed is approaching, Verheugen added that Turkey must be able to put forth her power to bring together her traditional values and the European values, that the Europe’s values could not be discussed and that the membership negotiations could not be sustained in case the adultery was penalized.

He added, "European values are indisputable" and a country which desires to join the Union can not impose its unique conditions.

Meanwhile CHP leader Deniz Baykal said that "If the progress report is negative., no one will be able to pay its price!"
