Verheugen also pointed out that investigations conducted by the EU Commission determined that Turkey did not engage in "systematic torture".
The EU Commissioner expressed that the meeting with the Turkish prime minister was extremely constructive. "We found necessary solutions for a few questions that have not been resolved. The friendship and trust between us helped us find these solutions. The assurances that I received from my friend Prime Minister Erdogan will affect my decisions."
Erdogan also agreed that the meeting was very productive. "This meeting will have a positive effect on the report to be prepared on October 6 because, within the last two years, very important developments have been achieved. We reached revolutionary decisions."
Continued the Turkish prime minister, "In this matter, our government maintained everything precisely. The steps taken in the adaptation process are now in the implementation phase. We will implement the decisions taken. As Turkey, the TCK [Turkish Penal Code] is ready to be enforced. We have two follow-up laws pending as well. One is the criminal procedure law and the other is the enforcement procedure law. These are in the sub-committee right now."
