US Establishes Team to Administer Iraqi Oil Ministry

Noting that a consultative council to regulate the oil sector had been established, Cross said that American Philip Carroll would serve as head of the council and that Iraqi Fadil Osman had been named deputy. Carroll was previously manager of Fluor Corporation, which works in the engineering and construction fields in cooperation with oil giant Shell.

Osman reportedly was a manager for the State Oil Procurement Organization, assumed various positions within Iraq’s Oil Ministry and for a time was living illegally in Turkey.
