And for the three parties the success of the project is crucial: landlocked Uzbekistan is seeking access to international waters and European markets, Afghanistan is hoping new jobs will calm its unruly north, while Iran aims to establish a role as a gateway for the lucrative Central Asian market. The deal also contains provisions for communications links and tariff wavers, with a coordinating council set up to oversee the implementation of the project.
