CONTEXT

Hostilities continued in November since the escalation that started on 5 October. While incidents have largely shifted to frontline areas, civilian casualties and injuries continue to be reported including women and children. By the first week of November, around 90 per cent of the 120,000 people who were displaced in two weeks in October had returned to their last place of residence.

The humanitarian community is continuing with the winter response. The situation is dire in camps and informal sites where 2 million people reside, of whom 800,000 are still living in tents. Over 30 flooding incidents were reported in November resulting in damaged tents. Since last March, following the launch of the Dignified Shelters Action Plan, over 26,000 families have been supported with dignified shelters, with ongoing projects for an additional 7,000 families. However, underfunding remains a critical constraint.

The cross-border aid operation continues without impediments. In November, 230 trucks crossed from Türkiye to north-west Syria carrying humanitarian assistance provided by the UN, bringing the total to 4383 since the earthquakes struck. In the month of November, the UN conducted 41 cross-border missions. As of 30 November, since the first interagency visit to Idleb on February 14, the UN has completed 293 cross-border missions reaching 34 out of 45 sub-districts in north-west Syria including all sub-districts in northern Aleppo and frontline areas.
