Police Services Reform to Meet EU Standards

In the end, Copenhagen’s political criteria for police services and an important E.U. adaptation process will be completed.

Turkey proposed 12 projects in the framework of financial cooperation programs in 2002. Five of these consisted of political criteria for the Police and projects needed for E.U. adaptation. In the 2003 financial cooperation program, the EU accepted four more projects, and sent them to Brussels for approval.

Project architects are Ministry of Internal Affairs Deputy Undersecretary Sebati Buyuran and Deputy General Director of Police Emin Arslan.

A project management unit will be formed within the police’s administration structure. In this unit, foreign experts will also be on duty.

Among the 2003 financial cooperation projects that have already been approved by the E.U., harmonized with E.U. laws, or met E.U. standards are: Reinforcing Personnel in the Fight Against Financial Crimes; Turkish Police Organisational Structure;

Restructuring Training and Personnel Systems According to European Union Standards; and Reinforcing the Fight Against Human Trafficking.
