PAPANDREOU: “THE AEGEAN PROBLEM MUST BE SOLVED”

At the EU’s 1999 Helsinki summit, it was decided that Turkey and Greece should reach a settlement on the Aegean problem by 2004, and that if no solution were found, the matter would go to the International Court of Justice. Turkey has long favored a bilateral approach to the issue rather than one involving international bodies or statutes.
