NATO fails to reach agreement over defense for Turkey

Turkey responded to the blockade by invoking Article IV of the alliance treaty which calls for NATO members to consult together when the security of any of them is threatened. US Defence Secretary Donald Rumsfeld called the decision by France, Germany and Belgium "unfortunate" but said defence planning for Turkey outside of NATO would be provided if necessary. A NATO official said meetings over the issue would continue on Tuesday.
