After Russia’s attack on Ukraine in February 2022, Western countries and the US imposed several sanctions on Russia. However, there were no restrictions on exporting fuel like diesel refined from Russian crude oil.

Mukesh Ambani-led Reliance Industries Limited, the largest company in India and Asia, earned EUR 724 million (around Rs. 6,850 crore) over the past year by exporting fuel made from Russian crude oil to the United States, according to a report by the Centre for Research on Energy and Clean Air (CREA). The report states that from January 2024 to January 2025, the US imported EUR 2.8 billion worth of refined oil from six refineries in India and Turkey that process Russian crude. The refining of Russian crude alone is estimated to have generated EUR 1.3 billion in revenue.
Out of this, fuel exports like petrol and diesel from Reliance’s two refineries in Jamnagar, Gujarat, accounted for EUR 2 billion. Of this, EUR 724 million came from fuel refined using Russian crude.
CREA mentioned that they reached out to Reliance for a comment on the report, but the company has not yet responded.
Following Russia’s invasion of Ukraine in February 2022, the US and Western countries imposed various sanctions on Russia. However, no restrictions were placed on the export of diesel and other fuels refined from Russian crude oil.
Turkey also benefited
Russia-backed Nayara Energy, which operates a 20 million tonnes per year refinery in Vadinar, Gujarat, exported EUR 184 million worth of fuel to the United States between January 2024 and January 2025. According to the Centre for Research on Energy and Clean Air (CREA), approximately EUR 124 million of this fuel was refined from Russian crude oil.
Similarly, Mangalore Refinery and Petrochemicals Limited (MRPL), through its New Mangalore unit, exported EUR 42 million worth of fuel to the US during the same period. Out of this, fuel worth around EUR 22 million was estimated to have been refined from Russian crude.
CREA further revealed that Russia earned approximately USD 750 million by exporting fuel to the US through refineries located in India and Turkey.
Turkey’s three refineries alone exported €616 million worth of fuel to the US, with around EUR 545 million of that coming from the refining of Russian crude oil.
