MoU was signed between Turkey and USA to eliminate PKK
Under this agreement, the Turkish Armed Forces (TSK) and the US was going to enter into Iraq together from the Habur border gate but not fight against Iraq. In addition Turkey’s and the US’s armed forces was going establish three common military and command bases as Land, Air and Special Operation Teams. The only exception of this agreement was that Turkey could fight with the Kurdistan Workers’ Party (PKK/KADEK) terrorist organization.
The reason for Turkey to operate with the US forces is the existence of the PKK/KADEK. Under MoU article regarding the “northern Iraq Operations,” the Turkish Armed Forces will not fight with the armed forces of the opposition groups. In other words, the article says that Turkey will not fight with Iraq, however, with an exception, the Turkish troops could fight against the PKK/KADEK. This document lets the TSK to hold the operations against the PKK/KADEK.
If the Iraq proposal had passed Parliament on March 1, MoU could have been put into force and the recent developments could have occured in a different way.
