Iraq Team Undergoes Top-level Reshuffling

U.S. President George Bush recently appointed L. Paul Bremer III, a retired diplomat and counterterrorism expert, as Garner’s replacement and the new head of the civil administration in Iraq.

The Post pointed out that some U.S. officials involved the reconstruction efforts were anxious that the personnel change would slow down activities during a period in which there is already concern about the failure of the United States to provide order in Baghdad. Iraqis claim that Garner and his team have not fulfilled promises to provide for basic needs, distribute emergency payments, reduce crime and involve local residents in city government.
