German Spy Offered to Help Saddam

The newspaper alleged that Hoffner was described as a "new German representative in Iraq" who had entered the country under diplomatic cover and attended a meeting with Lt. Gen. Taher Jalil Haboosh, the director of Iraq’s intelligence service.

The Sunday Telegraph also alleged that Russia had informed Iraq and warned it about the intentions of U.S. President George Bush. The newspaper claimed that the documents obtained by their correspondents from the smoking ruins of the Iraqi intelligence headquarters disclosed the fact that the Russians had said in one report: "Bush is trying to cause a breakdown in its relationship with the United Nations in order to attack you. He hopes to justify war by provoking a conflict with the U.N. weapons inspectors."
