After Tenet, McLaughlin emphasized that because the CIA is at the "forefront"’ in the war against terrorism it should not be divided. "I honestly do not think any of this will lead to the break-up of the CIA," he said. "I would certainly speak out against such a move, which would, in my judgment, be a step backward."
