Eurasia Group Predicts ‘Conditional Yes’
The Group’s report titled, "Turkey’s Outlook: Getting Closer to Europe" predicts that a "conditional yes" may come out of the summit. Namely, that membership negotiations will begin in October of 2005 and that "open-ended" negotiations will begin after a six-month monitoring process.
The report also says some procedural changes and internal issues, particularly in France and some other EU countries, may threaten the negotiation process.
