EU Summit Ends with ‘Yellow Light’ for Croatia

The EU Council suspended the start of negotiations when International War Criminal Tribunal Chief Justice Carla del Ponte in The Hague reported that the Zagreb administration is not providing full cooperation with the Court in catching war criminal General Ante Gotovina.

EU Term President Luxembourg’s Prime Minister Jean-Claude Juncker, in a news conference after the summit, said that the Council has not changed its decision regarding negotiations with Croatia. He said an observation and investigation team consisting of UK, Austria, Luxembourg and EU Commission High Representative Javier Solana will be formed and they will contact the Croatian administrators and prepare a report. He announced that no timetable is set for this.
