EU leader: "Turkey is on track for talks"

European Union leaders are due to decide in December whether Turkey has made sufficient progress on human rights to begin accession negotiations. "Their determined efforts confirm to us that opening negotiations is a top priority for this government," Foreign Minister Brian Cowen of Ireland, whose country holds the EU’s rotating presidency, said of Turkey after talks with its foreign minister.
