"Cyprus is not precondition but obstacle"
BRUSSELS (AA) – Progress report on Turkey prepared by EU Commission says that Cyprus was not a precondition in front of Turkey’s European Union membership, but it was an obstacle. The report declared that although Copenhagen political criteria almost were met, implementation of the reforms was limited.
About Cyprus the report stated that Turkey declared its support to resolve the problem under the frame of UN Secretary General Kofi Annan’s Cyprus plan, but it wouldn’t approve Custom Union agreement made between Turkey and Turkish Cyprus.
The report underlined that Ankara made important developments on political reforms. It gave worth to the government’s “Reform Monitoring Committee” founding and to its statement “no tolerance” to torture.
It stressed that effects of reforms were limited, implementations were slow and it pointed out that that broadcast in main language and the right to obtain property were restricted.
