Athens Low, Sahap Missiles up in Threat Rank

The most important changes in the document has been in the perception of threat. In its 82-year history of the document, Athens ceased being the number-one threat, falling to lower ranks. The expression which had been used for Greece that "There is a risk of conflict" has been scrapped.
