Annan Releases Cyprus Report

Annan called upon members of the U.N. Security Council to act as a guide for the other members of the U.N. in bringing about an end to TRNC’s isolation. Annan insisted that the reason he is requesting the removal of TRNC’s isolation is not to encourage the island’s separation, but instead he hopes that it will make a positive contribution to reunification.

The report praises the Cypriot Turks’ affirmative response to unification in the April 24 referendum and thanks Turkey and Greece for their efforts to find a solution. Annan pointed out that the Turks approved the solution plan, however, the Greeks turned it down and hence it was not put into practice. "The decision of Cypriot Greeks should be respected. Along with this however, their decision is an important interruption. The result yet again represents a missed opportunity."

The 25-page Cyprus report summarizes the stages towards resolving the issue and warns that if the present interruption is not removed, there would be no basis for revitalizing goodwill mission. Annan recommended that the Security Council be ready to remove clearly and precisely the Greek concerns about the security and implementation of the plan.

While the report is critical of Cypriot Greek side leader Tassos Papadopoulos, it also contains careful and balanced statements so as not to hurt the Greeks. The Secretary-General added that if the Cypriot Greeks want a solution, they should ‘show’ the desire.

Papadopoulos, on the other hand, gave an impassioned response to the report’s criticisms of him and the Greek people. He is expected to meet with Annan today.
