• Finland and Sweden signed a trilateral memorandum with Türkiye, pledging to address Ankara’s concerns over their stance toward the PKK and FETO terror groups to pave the way for their NATO membership.

• NATO Secretary General Jens Stoltenberg said the alliance must diversify its energy suppliers as Russia uses energy “as a weapon.”

• US President Joe Biden congratulated Türkiye, Sweden and Finland after the three nations agreed on a memorandum that paves the way for the two Nordic nations’ accession to NATO.

• Ukraine’s president asked the UN to send an envoy or a commission to investigate the site of a shopping mall bombing.

• A Russian missile strike on a shopping mall in the Ukrainian city of Kremenchuk has killed at least 18 people and injured many others, said officials.

• Kremlin spokesman Dmitry Peskov criticized NATO’s plans to increase the number of high-readiness forces in Europe to more than 300,000 troops.

• The British army will mobilize “to meet the new threat” it faces after Russia used force to seize territory from Ukraine and “to prevent war” in Europe, the army chief said.

• Italian Prime Minister Mario Draghi called the recent Group of Seven meeting “a real success” and reiterated that the G-7 countries will support Ukraine as long as necessary.

• Spain’s top prosecutor will open an investigation into the deaths of migrants trying to cross the border from Morocco to Spain.

• The European Court of Human Rights (ECHR) ruled against Spain for violating the privacy of judges who supported holding a referendum on Catalan independence.

• Bulgaria is expelling 70 Russian diplomats after declaring them persona non grata, the country’s outgoing prime minister said.

• Scotland’s First Minister Nicola Sturgeon proposed Oct. 19, 2023 as the date for a second independence referendum

• At least 52 inmates were killed and 34 wounded in a prison riot in Colombia, General Tito Castellanos, director of the INPEC prison agency, told a radio station.

• Mexican President Andres Manuel Lopez Obrador said that 22 Mexicans are among 50 migrants found dead in a trailer truck in the US state of Texas.
