The statement read, "The EU clearly stated in the Accession Partnership Document of March 2003 that it expected Turkey to reform the MGK in line with EU member-countries’ practices. Specifically, the MGK must be under civil, not military, control. Each improvement report so far has criticized Turkey on this matter. In addition to official EU documents, EU officials at various times have also made the same observations on the need for Turkey to make progress on this issue."
