UN : The Situation in Iraq is getting Worse
The 22-page report, prepared by Sergio Vieira de Mello, Special Representative of UN Secretary General Kofi Annan, stressed that democracy could not be imposed from outside.
The progress report was distributed yesterday morning to a meeting of the 15 Security Council member countries. Viera de Mello and one of the Sunni members of the Temporary Governing Council in Iraq, Adnan Pacaci, made speeches to up-date Security Council members on the situation in Iraq. Significantly, US-appointed Iraq civil administrator Paul Bremer did not attend the meeting.
The report advised that sovereignty be established in the country as soon a possible, and that this be done in accordance with the Iraqi people’s free will.
