Blair to Make 3 Proposals

Let the negotiations begin in the second half of 2005. This will enable France to have time to submit the EU Constitution into a referendum.
Let the legislation amended, to avoid Turkey’s being effective in EU institutions. Germany is worried off Turkey whose population will be 220 million more than itself by 22050.
Let the EU countries be able to reject the nomination of a member country. A statement will be inserted to the final declaration meaning that Turkey’s membership could be rejected in the future. But Britain wants this expression to be worded positively and not include any reference to special partnership.
The Guardian said that Blair will hold a series of meetings on Turkey until the end of the week to promote his proposal to state in the decision, a possibility to reject Turkey’s membership at any point.
