Meanwhile Kurds are demanding multi-national federation on ethnic basis, they are aware of multi-nationalism cannot be a final solution, and it will lead them to self-determination. Actually, by a multi-national state, de-nationalization of the present nation-state and formation of new nation-state is aimed. (America, February 11, 2004) Iraqi Kurds not only aiming to be the sovereign power within their territory in the new federation to be formed but also, willing power in the central administration. They want to be effective in central administration by sharing the executive power with Arabs to avoid the possibility of loosing the advantages they get.

For the usage of natural resources, Iraqi Kurds demand to leave the right of possession of them to the states, to control the oil of Kirkuk area. By the income of Kirkuk oil, they consider that they would not need economical support of the central administration. Besides the discussion about how Iraqi Arabs, Turkmens and Turkey would react to leave the control of Kirkuk and oil reservoirs to Kurds, the key role of Kirkuk and other oil reservoirs in Iraq should not be neglected.

The control over natural resources by central administration can be a crucial element for holding different ethnicities and denominations together. For this reason, it can be stated that the guarantee for integrity of Iraq can be done by giving the control of not only Kirkuk but also all oil reservoirs to the central administration.
